On Dec. 13, 2023, the Town of Chelmsford was accepted into the Massachusetts School Building Authority’s eligibility period, the first, significant step toward receiving funding for a building project focused on Colonel Moses Parker Middle School.
Project status
Chelmsford’s 270-day eligibility period commenced on April 1, 2024. During this time, the Town must complete several preliminary requirements, the first being completion of the Initial Compliance Certification (ICC). That document was signed by Town Manager Paul Cohen, Superintendent of Schools Dr. Jay Lang and School Committee Chair Dennis King and submitted on April 10, 2024.
On Monday, April 29, Town Meeting voted to approve Article 8, “to appropriate, borrow or transfer from available funds, an amount of money to be expended under the direction of the School Building Committee for a feasibility study for the Colonel Moses Parker Middle School.”

With all the requirements for the eligibility period completed, the MSBA invited the Town of Chelmsford into the feasibility study phase of the project on Friday, Dec. 13, 2024.
During the feasibility study period, the MSBA will be working with Chelmsford officials to study three options for a new school building.
Those options include:
- Replacing Parker Middle School in its current configuration with grades 5 and 6.
- Building a facility for grades 4-6, which would relocate fourth grade students from the district’s four elementary schools.
- Consolidating Parker and McCarthy Middle Schools to include grades 5-8.
